Golf Cart Registration and Operating Requirements
To register your golf cart with the City, please visit the Arcola Police Department at 114 N. Locust.
Registration Requirements:
- Valid Driver’s License: Must have a current, valid Illinois driver’s license.
- Proof of Insurance: Provide proof of current liability insurance. A copy must be kept in the golf cart whenever it is used on City streets.
- Certification: The golf cart must be certified with the City and inspected by a designated representative.
- City Decal: Must display a City decal on both sides of the vehicle.
Vehicle Equipment Requirements:
Golf carts must be equipped as follows:
- Horn
- Brakes and brake light
- Front and rear turn signals
- A steering wheel apparatus
- Tires
- Rearview mirror
- Seat belts for each passenger
- Red reflector warning device on the front and rear
- Yellow flashing light visible from at least 100 feet from the rear of the golf cart (lights must be turned on when operated one hour before sunrise or one hour before sunset)
- Approved “Slow Moving Vehicle” emblem on the rear of the vehicle (625 ILCS 5/12-709)
- Headlight that emits a white light visible from a distance of 500 feet to the front, which must be illuminated when in operation
- Tail lamp that emits a red light visible from at least 100 feet from the rear, which must be illuminated when in operation
- Any additional requirements as may be amended to 625 ILCS 5/11-1426.1 of the Illinois Motor Vehicle Code
Operational Requirements:
- Traffic Laws: Must obey all traffic laws of the State of Illinois.
- Age: Operators must be at least 18 years of age.
- Designated Streets: Golf carts may only be operated on City streets, except where prohibited.
- Jurisdiction Restrictions: May not be operated on streets under the jurisdiction of Arcola Township, Douglas County, or the State of Illinois, except to cross such streets at a 90-degree angle where no obstruction prevents a quick and safe crossing, yielding to pedestrians and vehicles.
- Speed Limit: Must not be operated in excess of the posted speed limit and may not exceed 35 miles per hour.
- Alcohol: Operating or being in actual physical control of a golf cart while under the influence is subject to Illinois Compiled Statutes (625 ILCS 5/11-500 – 11-502).
- Passenger Limit: A golf cart may transport only as many individuals as there are seats, as designated by the manufacturer. No individuals may ride on any other part of the golf cart.
- Child Safety: Children must be restrained in a golf cart in the same manner as required in an automobile. Car seat and seatbelt laws must be followed.
- Lights: Headlights and taillights must be illuminated whenever the golf cart is operated on City streets.
- Operational Hours: Golf carts may only be operated on City streets from 6:00 a.m. to 9:00 p.m.
- Alcohol Consumption: No person shall possess or consume alcoholic beverages on or in a golf cart on City streets.
- Zero Alcohol Tolerance: No person shall drive or be in control of a golf cart on City streets with an alcohol concentration of more than 0.00 grams per 100 milliliters of blood or per 210 liters of breath.
